Sounds amazing, right?<\/p>\n<p>Here\u2019s what many first-time homeowners don\u2019t realize: you can\u2019t just renovate your home and build willy-nilly.<\/p>\n<p>Assuming that you own an HDB flat (and not private property), there are several guidelines to keep in mind, plus certain works that require you to apply for a permit.<\/p>\n<p>Read on to find out more!<\/p>\n<h2>What Does HDB Not Allow?<\/h2>\n<p>First things first &#8211; let\u2019s talk about the works that HDB disallows.<\/p>\n[\/spb_text_block] [spb_image image=&#8221;17993&#8243; image_size=&#8221;full&#8221; frame=&#8221;noframe&#8221; caption_pos=&#8221;below&#8221; remove_rounded=&#8221;yes&#8221; fullwidth=&#8221;no&#8221; overflow_mode=&#8221;none&#8221; link_target=&#8221;_self&#8221; lightbox=&#8221;no&#8221; intro_animation=&#8221;none&#8221; animation_delay=&#8221;200&#8243; width=&#8221;1\/1&#8243; el_position=&#8221;first last&#8221;]\n<h6 style=\"text-align: right;\">402 Fernvale ($50,000) by <a href=\"https:\/\/www.hometrust.sg\/interior-designers\/ideology-interior\">Ideology Interior<\/a><\/h6>\n[\/spb_image] [spb_text_block animation=&#8221;none&#8221; animation_delay=&#8221;0&#8243; simplified_controls=&#8221;yes&#8221; custom_css_percentage=&#8221;no&#8221; padding_vertical=&#8221;0&#8243; padding_horizontal=&#8221;0&#8243; margin_vertical=&#8221;0&#8243; custom_css=&#8221;margin-top: 0px;margin-bottom: 0px;&#8221; border_size=&#8221;0&#8243; border_styling_global=&#8221;default&#8221; width=&#8221;1\/1&#8243; el_position=&#8221;first last&#8221;]\n<p>To be clear, you <i>don\u2019t <\/i>need to apply for a permit for these &#8211; because these are clear-cut cases that are completely not allowed.<\/p>\n<p>The rationale as to why they\u2019re not allowed is because they:<\/p>\n<ul>\n<li aria-level=\"1\">Overload the structure which may affect the building\u2019s integrity and safety<\/li>\n<li aria-level=\"1\">Affect the external facade\/ form of the building or public safety<\/li>\n<li aria-level=\"1\">Create public nuisance, pose a fire hazard, or intrude into public space<\/li>\n<li aria-level=\"1\">Infringe lease agreement and other statutory regulations or requirements<\/li>\n<\/ul>\n<p>Here are the works that are not allowed:<\/p>\n<ul>\n<li aria-level=\"1\">Hacking and removal of structural members such as reinforced concrete wall, columns, beams, slabs, and staircases within <a href=\"https:\/\/www.hometrust.sg\/projects\/latest\/executive-hdb\/\">executive maisonettes<\/a>, etc.<\/li>\n<li aria-level=\"1\">Excessive overloading of the floor slab with more than 150kg for every metre square of floor area<\/li>\n<li aria-level=\"1\">Plastering of ceilings<\/li>\n<li aria-level=\"1\">Partitioning with combustible or toxic emission materials (e.g. plywood, plastics, asbestos)<\/li>\n<li aria-level=\"1\">Raising of floor level exceeding the allowed thickness of 50mm (inclusive of floor finishes) using concrete<\/li>\n<li aria-level=\"1\">Extending floor area by covering over void areas (e.g. covering over void areas within maisonette flats or loft units)<\/li>\n<li aria-level=\"1\">Repositioning or enlarging chute opening<\/li>\n<li aria-level=\"1\">Painting external part of the building (e.g. common corridor walls and ceilings)<\/li>\n<li aria-level=\"1\">Installing awning or other fixtures outside flat<\/li>\n<li aria-level=\"1\">Laying floor finishes outside entrance door without having recess area or step<\/li>\n<li aria-level=\"1\">Removal of pitched roof ceiling (be it partial or complete) at topmost floor unit as it is part of the building&#8217;s roof system<\/li>\n<li aria-level=\"1\">Change of use of planter box<\/li>\n<li aria-level=\"1\">Constructing water tank in the bathroom other than using ready-made (e.g. fibreglass) long baths<\/li>\n<li aria-level=\"1\">Installing casement windows where the flat&#8217;s facade is facing the common corridor<\/li>\n<li aria-level=\"1\">Replacement of full height windows or 3\/4 height windows or <a href=\"https:\/\/www.hometrust.sg\/photos\/feature\/bay-window\">bay windows<\/a><\/li>\n<li aria-level=\"1\">Removal or tampering of safety railings\/ grilles (internal and external) originally provided by HDB\/ developers installed in the flat and\/ or at the sold recess area<\/li>\n<li aria-level=\"1\">Removal or tampering of safety railings\/ grilles (internal and external) installed in the flat and\/ or at full height windows (including 3\/4 height and bay windows located at utility room, space adding item) during the Main Upgrading Programme (MUP)<\/li>\n<li aria-level=\"1\">Partial or total enclosure including installation of solid metal external grilles at planter box. No permanent sealing of planter box<\/li>\n<li aria-level=\"1\">Installation of overhead grilles (i.e. caging up) at interaction balcony<\/li>\n<li aria-level=\"1\">Relocation of <a href=\"https:\/\/www.hometrust.sg\/photos\/feature\/sliding-door\">sliding door<\/a> at the balcony where window installation is not allowed<\/li>\n<li aria-level=\"1\">Removal or replacement of sliding door different from the one originally provided at the <a href=\"https:\/\/www.hometrust.sg\/photos\/space\/balcony\">balcony<\/a>, where window installation is not allowed<\/li>\n<li aria-level=\"1\">Placement of reflective film over existing window glass panels resulting in daylight reflectance exceeding 20%<\/li>\n<li aria-level=\"1\">Partial or total enclosure including installation of external grilles on air-conditioner ledge<\/li>\n<li aria-level=\"1\">Change of use of air-conditioner ledge<\/li>\n<\/ul>\n<p>The one rule that\u2019s most relevant to homeowners? You can\u2019t hack or remove structural walls.<\/p>\n<p>If you look at your floorplan, it\u2019ll clearly denote what is a structural wall vs non- structural wall. Make sure you keep this rule in mind as you plan your renovations!<\/p>\n<h2>How Does The HDB Renovation Permit Work?<\/h2>\n<p>As stated earlier, you\u2019re required to apply for a renovation permit for certain works, including:<\/p>\n<ul>\n<li aria-level=\"1\">Replacing your floors<\/li>\n<li aria-level=\"1\">Hacking your walls<\/li>\n<li aria-level=\"1\">Changing your staircase (for maisonettes)<\/li>\n<li aria-level=\"1\">Replacing your windows<\/li>\n<li aria-level=\"1\">Bathroom works<\/li>\n<\/ul>\n<p>If you neglect to do this, HDB will treat your renovation works as unauthorised works, and they\u2019ll ask you to reinstate your flat to its original condition.<\/p>\n<h2>HDB Renovation Permit: Replacing Floors<\/h2>\n<p>Don\u2019t like your floors, and want to switch it up?<\/p>\n[\/spb_text_block] [spb_image image=&#8221;17988&#8243; image_size=&#8221;full&#8221; frame=&#8221;noframe&#8221; caption_pos=&#8221;below&#8221; remove_rounded=&#8221;yes&#8221; fullwidth=&#8221;no&#8221; overflow_mode=&#8221;none&#8221; link_target=&#8221;_self&#8221; lightbox=&#8221;no&#8221; intro_animation=&#8221;none&#8221; animation_delay=&#8221;200&#8243; width=&#8221;1\/1&#8243; el_position=&#8221;first last&#8221;]\n<h6 style=\"text-align: right;\">289D Punggol Place ($100,000) by <a href=\"https:\/\/www.hometrust.sg\/interior-designers\/elysian-design-studio\">Elysian Design Studio<\/a><\/h6>\n[\/spb_image] [spb_text_block animation=&#8221;none&#8221; animation_delay=&#8221;0&#8243; simplified_controls=&#8221;yes&#8221; custom_css_percentage=&#8221;no&#8221; padding_vertical=&#8221;0&#8243; padding_horizontal=&#8221;0&#8243; margin_vertical=&#8221;0&#8243; custom_css=&#8221;margin-top: 0px;margin-bottom: 0px;&#8221; border_size=&#8221;0&#8243; border_styling_global=&#8221;default&#8221; width=&#8221;1\/1&#8243; el_position=&#8221;first last&#8221;]\n<p>The easiest way to do this is to overlay the existing floor with v<a href=\"https:\/\/www.hometrust.sg\/photos\/feature\/vinyl-flooring\">inyl flooring<\/a>. If you take this route, you <i>won\u2019t <\/i>need to get a permit.<\/p>\n<p>If you\u2019re not a fan of vinyl flooring and you prefer other options, though, you\u2019ll need to hack your floors to remove the existing flooring. This requires a HDB renovation permit.<\/p>\n<h2>HDB Renovation Permit: Hacking Walls<\/h2>\n<p>Hacking walls is also counted as a significant renovation, and you\u2019ll need to secure a HDB hacking permit before you can do this.<\/p>\n<h2>HDB Renovation Permit: Changing Staircases<\/h2>\n<p>If you\u2019re staying in a maisonette and you\u2019d like to update the staircase to make it more modern, note that this is subject to approvals.<\/p>\n<p>More specifically, you\u2019ll need an HDB permit, and written permission from the Building and Construction Authority (BCA).<\/p>\n<p>First, get a professional engineer to design your new <a href=\"https:\/\/www.hometrust.sg\/photos\/feature\/staircase\">staircase<\/a>.
