Can the fridge base be hacked away?

Hi i would like to know if it's ok to hack away the fridge/cabinet base in the kitchen. I've been told that the kitchen should have waterproofing done so there is a risk it might cause leakage in future.

If you hack it, the tiles will be broken, chipped. It will look bad and you will need to get replacement tiles to cover it up. I recommend checking up with some contractors to see if they can do it for you. Because it is in the kitchen, you also need to do waterproofing before you lay any tiles.

I found out form HDB website that contrary to popular opinion, kitchen floors are waterproofed with waterproofing screed instead of waterproofing membrane. Therefore its ok to hack it, as long as you apply and patch the damaged screed with waterproofing screed before touching up. Waterproofing membranes are used for bathrooms instead.

I see, if HDB states so it should be correct. Just curious you will also need a permit to do the hacking works right?
