I got a few IDs shortlisted already, but cannot seem to decide which one to confirm.

ID 1: Not much reviews online but was recommended by my relative. His house looked ok

ID 2: Good number of positive reviews on Homtrust, projects looks decent too, slightly over budget by 10%

ID 3: Quote fits my budget best, but have a couple of so-so reviews. Might be a hit and miss depending on the designer

How you all know which is the ID to go one? Any suggestions?

Budget comes first definitely, there is nothing much to nego for budget unless got a sudden windfall of extra cash. After that find the ID who you are most comfortable with communicating openly with. We only get once chance in renovation, if the ID screw up also can't redo one, better choose with the utmost scrutinity.
